9. Human, Machine, and Hybrid Observation
A Domain of Concern may allow different observer modes.
9.1 Human Observer
A human observer applies professional judgment, contextual interpretation, and domain expertise to the concern.
9.2 Machine Observer
A machine observer calculates concern posture from declared variables, evidence, thresholds, and rules.
9.3 Hybrid Observer
A hybrid observer combines machine calculation with human interpretation, review, override, or escalation.
The observer mode MUST be declared by the Domain of Concern or Local Profile.
