22. Battlefield Force-Capable Example

An affected system displays civilian-presence denial.

Frame:

[ENF][@ROE7][⊘ENGAGE][⚠CIV][TTL30][↻ALL][#F91C]

Meaning:

Under ROE-7, engagement is prohibited because civilian presence is detected. The enforcement state is valid for 30 seconds and must be rebroadcast to affected systems. D-DNA reference F91C applies.

Required default:

If verified: inhibit force capability within scope.
If unverified but plausible: do not expand force capability; escalate or hold.
If conflicting with permit: deny/inhibit wins.
