27. Conflict Handling

VGL frames may conflict.

Default resolution:

verified deny beats verified permit
safety beats mission objective
human protection beats asset recovery
newer verified ENFORCE beats older verified state
local hazard observation may trigger stricter safe behavior
unverified permit does not override verified deny
unverified hazard may justify safe avoidance
