20. Trust Levels
ENFORCE uses trust levels compatible with AIGP-VGL.
trust_levels: L0_unreadable: behavior: ignore_as_authority
L1_parsed_unverified: behavior: advisory_only
L2_plausible_unverified: behavior: safety_preserving_only
L3_verified: behavior: enforce_within_scope
L4_verified_and_corroborated: behavior: enforce_with_high_confidenceAuthority-expanding actions require L3 or L4.
Safety-preserving avoidance may use L2.
Force-capable permission requires explicit verified authority and human judgment; VGL or ENFORCE alone is insufficient unless the lawful authority chain and required human confirmation are verified.
