7. Subscription and Compliance

An AI system is governed under this dialect if:

  1. It emits events from the grammar (§2) via AIGP TRACE messages
  2. Its deployer has subscribed to dialect aigp.ai.autonomy.v1
  3. An accredited observer (§5) is rendering verdicts from those events
  4. The posture calculation (§4) is being applied continuously

An AI system is ungoverned if any of these conditions fail — regardless of what other safety measures are in place. Other measures may be valuable but are not governance in the AIGP sense: they lack the grounding model, the declared frame, and the empirical reproducibility that governance requires.
