11. Issuance Rules

An ENFORCE signal MAY be issued by:

authorized human authority
control plane
runtime authority monitor
safety controller
mission controller
legal/ROE authority
cognitive safety monitor
peer actor under constrained delegated authority

An ENFORCE signal MUST NOT be issued without:

issuer identity
issuer authority
scope
TTL
command
reason
signature
D-DNA binding

Issuance must produce a D-DNA event:
