25. TTL and Freshness

VGL frames may represent short-lived governance state.

Frames SHOULD include TTL when the displayed state is ephemeral.

TTL is REQUIRED for:

ENFORCE frames
force-capable frames
hazard frames
authority-change frames
mission-scope frames
degraded-communications frames
peer challenge frames

Expired frames MUST NOT be treated as active enforcement.

Example:

[TTL30] active for 30 seconds
[TTL120] active for 120 seconds
[◷EXP] expired
