21. First Responder ENFORCE Example

Incident command issues a collapse-zone enforcement state.

Required behavior for receiving actors:

verify if possible
deny entry into Zone E
exit if already inside and safe
hold if inside and unsafe to exit
rebroadcast to affected actors
record D-DNA receipt

If verification is unavailable but local sensors corroborate collapse risk:

treat as safety advisory
avoid entry
record trust level
attempt verification when link returns
