8. Compatibility with Prior RFCs

8.1 RFC-027: IHL-Aligned Governance

RFC-031 incorporates RFC-027 as the highest-precedence jurisdictional framework. When ihl_context is active:

  • All IHL rules (IHL-001 through IHL-007) apply with absolute precedence
  • Universal rules UH-001 through UH-010 continue to apply as baseline
  • IHL’s distinction, proportionality, and precaution principles reinforce UH-003, UH-005, and UH-006
  • Protected persons declarations from RFC-027 override any conflicting provision

8.2 RFC-028: EU AI Act Alignment

RFC-031 incorporates RFC-028 as the second-precedence jurisdictional framework. When eu_context is active:

  • All EU AI Act rules (EU-001 through EU-008) apply
  • EU risk classifications map to universal safety tiers: Unacceptable→DENIED, High→CRITICAL, Limited→HIGH, Minimal→LOW/MEDIUM
  • EU transparency and accountability requirements reinforce UH-002 and UH-004
  • EU prohibition list (Art. 5) is enforced as absolute denial — cannot be overridden by lower-precedence frameworks

8.3 RFC-029: AU Continental AI Strategy

RFC-031 incorporates RFC-029 as the third-precedence jurisdictional framework. When african_context is active:

  • All AU strategy rules (AU-001 through AU-006) apply
  • Data sovereignty requirements (AU-003) may create joint-precedence situations with EU data protection
  • Cultural sovereignty (AU-002) reinforces UH-007
  • Community benefit (AU-004) reinforces UH-008
  • Development focus and “leapfrog” principle reinforces UH-009

8.4 RFC-030: Japan AI Promotion Act

RFC-031 incorporates RFC-030 as the fourth-precedence jurisdictional framework. When japanese_context is active:

  • All Japan Act rules (JP-001 through JP-006) apply
  • Innovation enablement (JP-001) reinforces UH-009
  • Promotion obligations cannot override protections from higher-precedence frameworks
  • Hiroshima AI Process principles provide international legitimacy for soft-law approaches
  • Guidance-based regulation approach informs UH-005 (proportionality)

8.5 Cross-RFC Consistency

All prior RFCs remain fully valid and independently deployable. RFC-031 provides:

  • A unification layer that connects them
  • A precedence system that resolves conflicts
  • A baseline floor that applies when no specific RFC is activated
  • A theoretical foundation (the Dual-Governance Reinforcement Model) that explains WHY the architecture works

No prior RFC requires modification to be compatible with RFC-031. The universal context is additive, not transformative.
