8. VGL Frame Structure

A VGL frame is an ordered sequence of glyph cells.

Canonical structure:

Not every frame requires every cell.

However, runtime-governance frames SHOULD include:

actor
context
authority state
envelope state
action or enforcement state
evidence reference
