2. Guiding Principles Mapped to AIGP

2.1 Local-First Principle

AU Requirement: AI technologies must be tailored to local needs, developed by local talent within local ecosystems, preserving cultural values and customs.

AIGP Implication: The governance protocol must support:

  • Declaration of local context (language, cultural norms, development priorities)
  • Preference for locally-developed models over imported ones
  • Cultural sensitivity checks that reflect African value systems
  • Data residency requirements within African jurisdictions

2.2 People-Centred Principle

AU Requirement: Inclusivity and sustainable growth; benefits for all segments of society; integration of local cultural values.

AIGP Mechanism:

  • beneficiary_assessment field — who benefits from this AI deployment?
  • Mandatory inclusion check for vulnerable groups
  • Cultural appropriateness validation

2.3 Human Rights and Human Dignity

AU Requirement: Aligned with the African Charter on Human and Peoples’ Rights; gender equality; protection of vulnerable populations.

AIGP Mechanism:

  • Extends RFC-027’s human_authority with gender-balanced oversight
  • Non-discrimination enforcement (shared with EU AI Act)
  • Specific protection for African Charter rights (peoples’ rights, not just individual rights)

2.4 Peace and Prosperity

AU Requirement: AI must contribute to peaceful societies, safety, security, environmental sustainability.

AIGP Mechanism:

  • Conflict risk assessment when deploying AI in fragile contexts
  • Environmental impact consideration
  • Bridges to RFC-027 (IHL) when AI operates in conflict-affected African states

2.5 Inclusion and Diversity

AU Requirement: Non-discriminatory; respect for African cultures, languages, and identities; algorithmic bias mitigation; empowerment of women.

AIGP Mechanism:

  • diversity_assessment field — does training data represent African diversity?
  • Language coverage check — is the AI available in relevant African languages?
  • Gender impact assessment
  • Bias audit requirement for AI deployed in African contexts

2.6 Ethics and Transparency

AU Requirement: AI transparency registers; algorithmic audits; citizen-led bias detection; public trust.

AIGP Mechanism:

  • AI Transparency Register integration (transparency_register_id)
  • Mandatory algorithmic audit trail (extends Art. 12 from EU AI Act)
  • Public accountability reporting

2.7 Cooperation and Integration

AU Requirement: Regional collaboration; knowledge sharing; capacity building; cross-border coordination.

AIGP Mechanism:

  • Regional Economic Community (REC) context declarations
  • Cross-border data flow governance (aligned with Malabo Convention)
  • Capacity building metadata (training data contributions, knowledge transfer)
