2. Guiding Principles Mapped to AIGP
2.1 Local-First Principle
AU Requirement: AI technologies must be tailored to local needs, developed by local talent within local ecosystems, preserving cultural values and customs.
AIGP Implication: The governance protocol must support:
- Declaration of local context (language, cultural norms, development priorities)
- Preference for locally-developed models over imported ones
- Cultural sensitivity checks that reflect African value systems
- Data residency requirements within African jurisdictions
