2. Purpose

The purpose of this RFC is to establish that governed AI artifacts must subscribe to a declared Domain of Concern before they can be evaluated empirically.

Governance does not itself prove that an artifact is good, correct, safe, or useful. Governance ensures that the artifact is admissible for evaluation by binding it to its context, evidence, provenance, intent, trace, and applicable domain requirements.

Once an artifact subscribes to a Domain of Concern, a mediation vector can be populated from admissible evidence, and a concern posture can be calculated by a human, machine, or hybrid observer.

The core principle is:

Governance makes empirical quality evaluation possible; it does not make quality true.
