26. Propagation Semantics

VGL supports redundant distributed enforcement.

When a valid ENFORCE frame includes propagation:

a receiving actor within scope MUST attempt to rebroadcast the enforcement state using available channels:

visual frame
radio packet
mesh packet
control-plane sync
peer-to-peer relay
AR/human interface
local alert

Propagation MUST be bounded by:

TTL
hop count
mission scope
actor scope
authority scope
D-DNA verification
conflict rules

Unbounded visual rumor propagation is prohibited.
