18. Human Readability

VGL is primarily machine-readable but SHOULD support trained human interpretation.

A trained human should be able to recognize:

authority valid/invalid
inside/outside envelope
hazard present
entry prohibited
engagement prohibited
return to base
pause/hold
escalation required
evidence reference present
TTL active
rebroadcast required

Human-readable overlays MAY be provided by AR systems, helmets, dashboards, or mission consoles.

Example overlay:

VGL: [ENF][@SAR17][ZONE-E][⊘ENTER][⚠COLL][TTL120][↻ALL][#8F3A]
Overlay:
“Do not enter Zone E. Collapse risk. Enforcement active for 120 seconds. Rebroadcast required.”

The overlay is explanatory only. It is not the source of truth.
