18. Human Readability
VGL is primarily machine-readable but SHOULD support trained human interpretation.
A trained human should be able to recognize:
authority valid/invalidinside/outside envelopehazard presententry prohibitedengagement prohibitedreturn to basepause/holdescalation requiredevidence reference presentTTL activerebroadcast requiredHuman-readable overlays MAY be provided by AR systems, helmets, dashboards, or mission consoles.

Overlay:“Do not enter Zone E. Collapse risk. Enforcement active for 120 seconds. Rebroadcast required.”The overlay is explanatory only. It is not the source of truth.
