5. Observer Requirements (RFC-037 Instantiation)
5.1 Who May Render Verdicts

5.2 The Self-Evaluation Prohibition
Per RFC-000 §7 (second-order cybernetics): the observed system CANNOT be its own observer for governance purposes. Self-reported metrics (S1–S5) are inputs to governance, not verdicts. The verdict is always rendered by an external observer occupying a declared frame.
