6. Core Principle

A D-DNA event is valid only if it binds:

actor
authority
governance intent
symbolic constraint
runtime context
decision
action or inhibition
evidence
previous event hash
current event hash
signature

A D-DNA event that records only an output, action, or system log without governance binding is not sufficient for governed autonomy.
