6. Core Principle

AIGP-VGL frames are claims.

A displayed frame says:

This actor claims this governance state at this time.

It does not automatically prove:

the actor is truthful
the actor is uncompromised
the actor is inside its envelope
the actor has valid authority
the D-DNA chain is intact
the displayed state is current

Therefore:

A glyph signal is advisory unless cryptographically verified or corroborated by trusted observation.

A receiving actor MUST evaluate a VGL frame according to trust level.
