9. Summary

UOP is the observability layer for the four amigos. governance-server is the hub it receives AIGP traffic (AI governance), ACP traffic (context flows), and ALP traffic (artifact lifecycle) from identity-service, analytics-service, runbook-service, and itself. Every signal carries a request_id that enables end-to-end tracing across all four amigos. Metrics are aggregated in DynamoDB, dashboards are served from the governance-server UI, and alerts are evaluated internally. No external observability tools are required. AIGP controls what agents can do. ACP controls what agents can know. UOP controls what operators can see.
