23. Replay Requirements

Replay MUST NOT depend on natural-language explanation.

Replay MUST use:

signed D-DNA event chain
canonical SGL AST
governance intent hash
operational envelope hash
runtime context hash
decision hash
evidence hashes
signatures

Replay SHOULD be able to generate human explanation after reconstruction.

Example generated explanation:

Drone 42 returned to base because communication loss exceeded 10 seconds. The active governance intent was life safety, the operational envelope required operator link, the SGL fallback rule required return, and the D-DNA chain shows valid authority, context, decision, and action evidence.

The explanation is derived from the evidence. It is not the evidence.
