13.1 Operator Classification

13.2 Neutrality Enforcement
When operator_status = "HUMANITARIAN_ORG":
- AI outputs MUST NOT favor any party to the conflict
- Governance includes impartiality assessment
- Data MUST NOT be shared with parties to conflict without specific legal basis
