13.1 Operator Classification

Status Implications
PARTY_TO_CONFLICT Cannot claim impartiality; higher accountability; restricted from certain humanitarian data
NEUTRAL_STATE May process humanitarian data under strict neutrality obligations
HUMANITARIAN_ORG Full access; bound by humanity, impartiality, neutrality, independence
UN_MANDATE Operates under specific SC/GA mandate; mandate defines scope
COMMERCIAL_ENDORSED Commercial operator endorsed by humanitarian authority for specific purposes

13.2 Neutrality Enforcement

When operator_status = "HUMANITARIAN_ORG":

  • AI outputs MUST NOT favor any party to the conflict
  • Governance includes impartiality assessment
  • Data MUST NOT be shared with parties to conflict without specific legal basis
