28. Replay Semantics

ENFORCE replay reconstructs:

who issued the signal
what authority they had
what scope applied
what actors received it
who verified it
who enforced locally
who rebroadcast it
who acknowledged it
who missed it
who conflicted with it
who acted under stale state
what consequences followed

Replay depends on D-DNA.

Replay source of truth:

ENFORCE signal hash
issuer signature
D-DNA issue event
D-DNA receipt events
D-DNA local enforcement events
D-DNA rebroadcast events
D-DNA ACK/missing ACK events
D-DNA conflict events
D-DNA consequence events
