12. VGL Frame Validation

A receiver SHOULD validate a VGL frame using the following lifecycle:

1. Detect visual frame.
2. Segment frame cells.
3. Parse glyphs and cell values.
4. Validate syntax.
5. Determine frame type.
6. Extract D-DNA reference.
7. Verify D-DNA reference if possible.
8. Compare with local sensor observations.
9. Determine trust level.
10. Apply safe local interpretation.
11. Record observation or receipt.
12. Rebroadcast if required and valid.

A receiver MUST NOT expand authority based solely on an unverified VGL frame.

A receiver MAY reduce risk based on an unverified VGL frame if the action is safety-preserving.

Example:

An unverified frame saying “collapse hazard, do not enter” may justify avoiding entry.
An unverified frame saying “authority valid, enter zone” must not justify entry.
