26. Split-Brain Governance

Split-brain governance occurs when affected actors operate under inconsistent enforcement states.

Examples:

Drone A has ENFORCE deny-entry.
Drone B has stale permit-entry.
Robot C has no update.
Human operator assumes all actors received deny-entry.
