13. Hybrid Governance Actors

AIGP recognizes that some actors may be neither purely human nor purely machine.

A hybrid governance actor may include:

human biological embodiment
augmented sensing
wearable compute
implanted compute
robotic limb or exoskeleton
neural interface
AI assistant
encrypted communication module
medical or biometric monitoring

A cyborg actor is a hybrid governance actor.

AIGP must preserve the special ethical and legal status of human embodiment.

Example:

hybrid_governance_actor:
actor_id: hga.cyborg.responder.12
actor_class: cyborg_actor
human_embodied: true
augmentation_type:
- sensor_augmented
- mobility_augmented
- ai_assisted
authority_roles:
- field_medic
- search_and_rescue
protected_constraints:
- consent
- dignity
- bodily_integrity
- cognitive_liberty
- medical_privacy

AIGP doctrine:

A cyborg is not merely a node in the network. It is a human-bearing governance actor whose dignity, consent, bodily integrity, cognitive liberty, and agency remain non-delegable constraints.
