24. Hybrid Governance Actors

Hybrid governance actors include cyborg responders, augmented humans, exoskeleton-assisted workers, or neural-interface users.

Cognitive harm governance is stricter for these actors because AI may interact with perception, attention, mobility, or bodily agency.

medical privacy
consent
agency
non-coercion
human override
dignity
