14.1 REGISTER-Level (App-Wide)

14.2 Interaction with RFC-027

An AI system may simultaneously declare both:

client.declare_humanitarian_context(...)   # RFC-027 — IHL
client.declare_regulatory_context(...)     # RFC-028 — EU AI Act

Both rule sets apply. The most restrictive outcome wins.
