21. D-DNA for Hybrid Governance Actors

Hybrid governance actors include human-bearing augmented actors, such as cyborg responders, exoskeleton-assisted workers, AI-assisted medics, or neural-interface operators.

D-DNA MUST preserve human dignity constraints.
