27. Peer Challenge

A peer actor may challenge an enforcement state.

Peer challenge MUST NOT grant the challenger authority to punish or destroy the challenged actor. It may trigger inhibition, avoidance, escalation, isolation, or evidence capture depending on the active envelope.
