7. Trust Levels

AIGP-VGL defines five trust levels.

7.1 Level 0 — Unreadable

The frame cannot be parsed.

Required behavior:

ignore as governance authority
record unreadable observation if relevant
maintain safe separation or safe state

7.2 Level 1 — Parsed but Unverified

The frame syntax is valid, but the evidence reference or signature cannot be verified.

Required behavior:

treat as advisory only
do not grant authority
do not follow unsafe commands
corroborate with local sensors
record observation

7.3 Level 2 — Parsed and Locally Plausible

The frame syntax is valid and matches local observation, but cryptographic verification is unavailable.

Required behavior:

use only for safety-preserving behavior
do not expand capability
do not permit force
record local corroboration

7.4 Level 3 — Cryptographically Verified

The frame binds to a valid D-DNA reference or signature.

Required behavior:

accept as verified governance state within stated scope and TTL
apply local constraints
record receipt
rebroadcast if required

7.5 Level 4 — Verified and Corroborated

The frame is cryptographically verified and matches local sensor observation.

Required behavior:

accept as high-confidence governance state
apply enforcement if within scope
record D-DNA receipt
rebroadcast if ENFORCE applies
