RFC-010 (Core) Non-derogable rules extend the policy evaluation pipeline — they are evaluated first, before configurable policies
RFC-010b (Temporal Chaining) Evidence chains for protected person contexts are subject to IHL retention rules (potentially indefinite for accountability)
