25. Hybrid Governance Actor ENFORCE

ENFORCE may apply to hybrid governance actors, including cyborg responders or augmented humans.

Because these are human-bearing actors, ENFORCE MUST preserve:

dignity
consent
bodily integrity
cognitive liberty
medical privacy
human agency
